Saudi Arabia's Foreign Investment Flows Have Grown Fivefold — and Show No Signs of Slowing

Saudi Arabia's Ministry of Investment reported that annual FDI flows reached SAR 133 billion in 2025, compared to just SAR 28 billion in 2017 — a nearly fivefold increase over eight years, with 12% year-on-year growth compared to 2024.

Even more telling is the net FDI figure: net flows reached SAR 122 billion in 2025, up 53% from 2024. This means foreign capital isn't just entering the Saudi market — it is staying and accumulating within it.

Why Does Investment Keep Flowing?

A foreign investor's decision to deploy new capital depends on a careful assessment of three factors: regulatory clarity, ease of market entry, and legal protections for the investment once it is made.

Saudi Arabia has improved all three — through updates to the Investment Law and Companies Law, streamlined licensing and incorporation procedures, and strengthened judicial oversight of administrative decisions — creating an environment where investors can plan with confidence over the long term.

Clear frameworks governing companies, contracts, and insolvency further strengthen an investor's ability to assess risk and structure long-term plans, directly influencing decisions on capital deployment and continuity.

What Does a Foreign Investor Actually Need?

Entering the Saudi market involves several legal stages: obtaining an investment license, selecting the appropriate legal entity structure, completing incorporation and registration, and understanding sector-specific regulatory requirements.

At AAH Law Firm, we guide foreign investors through every step of this process — from choosing the right ownership structure, to completing incorporation, to protecting the investment over the long term.
